When the Hamilton County Board of Supervisors meet on January 6, it honored the following with proclamations.

PROCLAMATION HONORING MARIE BUANNO 

WHEREAS Marie Buanno worked as a County Employee very faithfully since 2002 in various capacities, retiring as the Republican Election Commissioner in the Board of Elections Department, after serving in that capacity for ten years, 

NOW, THEREFORE BE IT PROCLAIMED, that the Hamilton County Board of Supervisors, on behalf of the citizens of Hamilton County and fellow employees, commends and congratulates Marie Buanno on her retirement, and 

BE IT FURTHER PROCLAIMED, that the Hamilton County Board of Supervisors expresses its appreciation to Marie Buanno for her years of dedicated service as a Hamilton County employee. 

HONORING RANDY DELONG 

WHEREAS Randy DeLong worked as a Hamilton County employee very faithfully for 28 years, retiring as a Transfer Station Technician with the Hamilton County Public Works Department, 

NOW, THEREFORE BE IT PROCLAIMED, that the Hamilton County Board of 

Supervisors, on behalf of the citizens of Hamilton County and fellow employees, commends and congratulates Randy DeLong on his retirement, and

HONORING CLARENCE DESROCHERS 

WHEREAS Clarence Desrochers worked as a Hamilton County employee very faithfully for 32 years, retiring as a Heavy Equipment Operator with the Hamilton County Public Works Department,

Supervisors, on behalf of the citizens of Hamilton County and fellow employees, commends and congratulates Clarence Desrochers on his retirement, and

HONORING DON PURDY 

WHEREAS Don Purdy worked as a Hamilton County employee very faithfully for 14 years, retiring as the Emergency Services Director for Hamilton County, 

NOW, THEREFORE BE IT PROCLAIMED, that the Hamilton County Board of 

Supervisors, on behalf of the citizens of Hamilton County and fellow employees, commends and congratulates Don Purdy on his retirement, and

PROCLAMATION HONORING RICHARD WILT 

WHEREAS Richard Wilt served on the Hamilton County Board of Supervisors, 

representing the Town of Arietta, very faithfully for 16 years, retiring at the end of his term on December 31, 2021. Richard served on many County committees through the years, serving most notably as Chairman of the Emergency Preparedness/Emergency Response Committee for many years, as well as the Public Works and Health Committees, 

NOW, THEREFORE BE IT PROCLAIMED, that the Hamilton County Board of 

Supervisors, on behalf of the citizens of Hamilton County and fellow employees, commends and congratulates Richard Wilt on his retirement, and

HONORING JOHN STORTECKY 

WHEREAS John Stortecky served on the Hamilton County Board of Supervisors, representing the Town of Benson, very faithfully for 4 years, leaving at the end of his term on December 31, 2021. John served as Chairman of the Human Services Committee, as well as being a member of the Finance, Health, Central Government and Emergency Preparedness Committees during his tenure,

County begins the new year Brian Wells becomes Chairman of the Board.

LAKE PLEASANT—When the Hamilton County Board of Supervisors on January 6, it began its work with making appointments.

It was a busy session with over 50 resolutions passed.

Indian Lake Supervisor Brian Wells was appointed Permanent Chairman for the Year 2022

Hope Supervisor Steve Tomlinson was appointed Deputy Chairman for the year 2022.

RULES OF ORDER 

WHEREAS the Hamilton County Board of Supervisors pursuant to Section 153 

subdivision 8 of the County Law is required to adopt the Rules of its Proceedings, 

NOW, THEREFORE, BE IT RESOLVED, that the Hamilton County Board of Supervisors does hereby adopt the Rules of Order of the Board of Supervisors of Hamilton County 2022-2023, and be it further 

RESOLVED, that the aforesaid rules shall be applicable to the proceedings of the Hamilton County Board of Supervisors for the years 2022 and 2023. 

APPOINTMENT OF BUDGET OFFICER 

BE IT RESOLVED, that ___Tabled__________________ is hereby appointed Budget Officer for a term January 1, 2022 ending December 31, 2022. 

RESOLUTION TO NAME CLERK OF THE BOARD 

BE IT RESOLVED that Laura A. Abrams be and hereby is named Clerk of the Hamilton County Board of Supervisors for a term of two years commencing January 1, 2022, ending December 31, 2023 and the County Treasurer and Personnel Officer be so advised. 

APPOINTMENT OF COUNTY ATTORNEY 

WHEREAS, Section 500 of Article 11 of the County Law of the State of New York provides that the Board of Supervisors of each County shall appoint a County Attorney, be it hereby 

 RESOLVED, that the Board of Supervisors of the County of Hamilton, State of New York, hereby appoints Attorney Charles R. Getty, Jr. of the Town of Lake Pleasant, County of Hamilton, as County Attorney of the County of Hamilton, as provided by Section 500, Subdivision 1 of the County Law for a term of office commencing January 1, 2022 ending December 31, 2023, and be it further 

RESOLVED, that the salary of the County Attorney be paid from County Attorney Account No. A1420.101 Personal Services $88,023.00 per annum in bi-weekly installments and the County Treasurer and Personnel Officer be so advised. 

APPOINTMENT OF COUNTY HISTORIAN 

WHEREAS, the Education Law, Section 148, of the State of New York provides that the Board of Supervisors of each County shall appoint a County Historian, be it hereby 

RESOLVED, that the Board of Supervisors of the County of Hamilton, State of New York, hereby appoints Ernest D. Virgil of Lake Pleasant, NY as County Historian for a term of two years commencing January 1, 2022 and ending on December 31, 2023, at an annual salary of $12,424.00 paid from Account No. A7510.0101 in bi-weekly installments and the County Treasurer and 

Personnel Officer be so advised. 

APPOINTMENT OF WEIGHTS & MEASURES DIRECTOR 

BE IT RESOLVED that Herbert W. Schmid is hereby appointed Weights & Measurers Director for a term January 1, 2022 ending December 31, 2023 at annual salary of $17,257.00 paid from Account No. A6610.101 and the County Treasurer and Personnel Officer be so advised. 

APPOINTMENT OF DIRECTOR OF EMERGENCY SERVICES, FIRE 

COORDINATOR AND EMS COORDINATOR 

BE IT RESOLVED that Jill Dunham is hereby appointed Director of Emergency Services for a term of January 10, 2022 ending December 31, 2022 at an hourly rate of $26.442 paid from Account No. A3640.0101, and be it further 

 RESOLVED, that the Director of Emergency Services is hereby established as a full time 40 hour per week position and $12,470.00 is hereby transferred from Account No. A1990.0401 Contingent to A3640.0101 Emergency Management Director, and be it further 

RESOLVED, that Jay Griffin is hereby appointed Fire Coordinator for the term of January 1, 2022 ending December 31, 2022 at an annual salary of $8,955.00 from Account No. A3640.0103, and be it further 

RESOLVED, that Avis Warner is hereby appointed EMS Coordinator for the term of January 1, 2022 ending December 31, 2022 and the County Treasurer and Personnel Officer be so advised. 

APPOINTMENT OF DIRECTOR-AT-LARGE – BOARD OF DIRECTORS OF THE HAMILTON COUNTY SOIL AND WATER CONSERVATION DISTRICT 

WHEREAS the term of office of Victoria Buyce, as Director-at-Large of the Hamilton County Soil and Water Conservation District terminated on December 31, 2021, and 

WHEREAS, the Hamilton County Board of Supervisors has received from the Hamilton County Soil and Water Conservation District a recommendation that Victoria Buyce be re-appointed as Director-at-Large to the Board of Directors of the Hamilton County Soil and Water Conservation District, be it 

RESOLVED, that Victoria Buyce be re-appointed as Director-at-Large for a term of three years commencing January 1, 2022 terminating December 31, 2024. 

APPOINTMENTS TO BOARD OF DIRECTORS OF THE HAMILTON COUNTY SOIL AND WATER CONSERVATION DISTRICT 

WHEREAS the Supervisors’ Representatives to the Board of Directors of the Hamilton County Soil and Water Conservation District terminate December 31, 2021, and 

WHEREAS it is necessary to appoint two (2) Supervisors as representatives to the Board of Directors of the Hamilton County Soil and Water Conservation District, and 

WHEREAS the Hamilton County Board of Supervisors wishes to appoint Betsy Bain and Nick Mauro as Supervisors’ Representatives for a term of one-year commencing January 1, 2022 terminating December 31, 2022, be it 

RESOLVED, that Betsy Bain and Nick Mauro be appointed as Supervisors’ Representatives for a term of one-year commencing January 1, 2022 and terminating December 31, 2022. 

APPOINTMENTS TO THE FISH AND WILDLIFE MANAGEMENT BOARD 

WHEREAS the terms for the Supervisor Representative & Alternate and the Sportsman Representative & Alternate expired December 31, 2021, be it

APPOINTMENTS TO THE LAKE CHAMPLAIN-LAKE GEORGE REGIONAL PLANNING BOARD 

WHEREAS the by-laws of the Lake Champlain – Lake George Regional Planning Board state that each member-county shall appoint six directors to the Board with the Chairperson of the Board of Supervisors, the Chief Financial Officer and the Highway Superintendent of each member county being Ex-Officio members and three additional directors shall be appointed by the Chairperson of the Board of Supervisors of each member county, and 

WHEREAS the tenure of Ex-Officio Officers shall be consistent with their terms of office and the additional three (3) members shall be appointed to terms of three (3) years and staggered so that one director term shall expire each year, be it 

 RESOLVED, that the following appointments be made to the Lake Champlain-Lake George Regional Planning Board: Chairman of the Board of Supervisors, County Treasurer, Highway Superintendent 

Clay Arsenault – Term of January 1, 2020 – December 31, 2022 

Steve Tomlinson – Term of January 1, 2021 – December 31, 2023 

Christy Wilt – Term January 1, 2022 – December 31, 2024 

INVESTMENT POLICY FOR THE COUNTY OF HAMILTON 

WHEREAS, the Investment Policy for the County of Hamilton is to be renewed on an annual basis, and 

WHEREAS the County Treasurer recommends the banks where monies are deposited and the maximum amount as follows: 

NBT: $15,000,000.00 (Fifteen Million), Community Bank: $2,000,000.00 (Two Million), Key Bank: $5,000,000.00 (Five Million), JP Morgan: $10,000,000.00 (Ten Million), Bank of America: $5,000,000.00 (Five Million), Chemung Canal Trust Company: $3,000,000.00 (Three Million), T.D. Bank: $12,000,000.00 (Twelve Million), Bank of the Finger Lakes-Wayne Bank $2,000,000.00 (Two Million), Bank on Buffalo-Division of CNB Bank $2,000,000.00 (Two Million) 

be it RESOLVED that the above listed amendments be adopted, and the County Treasurer be so advised. 

SETTING RATE FOR TRAVEL ALLOWANCE – 2022 

RESOLVED, that Hamilton County will, effective January 1, 2022, compensate auto mileage incurred by employees on behalf of the County at the rate of $.585 per mile and the County Treasurer be so authorized.

APPROVAL OF PAYMENT – 2022 WORKERS COMPENSATION 

WHEREAS the Hamilton County Board of Supervisors awarded the County Workers Compensation package to PERMA for 2022, and 

WHEREAS, the County has determined that taking advantage of the three-year contract rate discount, with a guaranteed cost (excluding NYS Assessments) for year two and a loss ratio rate based on year two for year three, are all benefits to Hamilton County, and 

WHEREAS the County is in receipt of the annual premium for 2022 from PERMA for Workers Compensation in the amount of $116,549.00, and 

WHEREAS the County is only eligible for this premium if said premium is paid in full by January 15, 2022, be it 

RESOLVED, that the premium be paid in the amount of $116,549.00 from the 2022 Budget charging the several accounts so noted for Employee Benefits Workers Compensation and the County Treasurer be so authorized. 

APPROVAL OF PAYMENT – 2022 COUNTY INSURANCE PACKAGE 

WHEREAS the Board of Supervisors awarded the County Insurance Package to NFP (FKA Rose & Kiernan, Inc). with NYMIR Insurance as the carrier effective January 1, 2022, and 

WHEREAS, the current premiums are due and payable at this time, be it 

 RESOLVED, that payment due in the amount of $166,769.38 for the period January 1, 2022 – January 1, 2023 be hereby approved, and be it further 

RESOLVED, that the County Treasurer is authorized to make payment at this time by issuing a check to NFP, in the amount of $166,769.38 for Invoice No. 563448 and No. 563452 from the several accounts for insurance. 

AUTHORIZING CHAIRMAN TO EXECUTE AGREEMENT WITH THE 

ADIRONDACK PARK LOCAL GOVERNMENT REVIEW BOARD – 2022 

BE IT RESOLVED that the Chairperson is hereby authorized to execute an Agreement with the Adirondack Park Local Government Review Board for the 2022 appropriation in the amount of Three Thousand Dollars ($3,000.00), charging Account No. A6326.0403, and is hereby approved for payment and the County Treasurer be so advised. 

AGREEMENT WITH CORNELL COOPERATIVE EXTENSION ASSOCIATION OF HAMILTON COUNTY 

WHEREAS, the Hamilton County Board of Supervisors has appropriated the sum of Forty-seven Thousand Five Hundred Eighty-nine Dollars ($47,589.00) for the support and maintenance of the Cornell Cooperative Extension Association of Hamilton County, 

 NOW, THEREFORE, BE IT RESOLVED, that pursuant to Subdivision 8 of Section 224 of the County Law, the Hamilton County Board of Supervisors does hereby authorize the Chairman of the Board of Supervisors to enter into a memorandum agreement with the Cornell Cooperative Extension Association of Hamilton County for the fiscal year of January 1, 2022 through December 31, 2022 

in the amount of Forty-seven Thousand Five Hundred Eighty-nine Dollars ($47,589.00), and be it further 

 RESOLVED, the Hamilton County Board of Supervisors does hereby authorize payment of Forty-seven Thousand Five Hundred Eight-nine Dollars ($47,589.00) to the Cornell Cooperative Extension Association of Hamilton County in one payment, on or about February 3, 2022 and said amount shall be paid from Account No. A8750.0401, and the Hamilton County Treasurer be so advised. 

APPROVAL OF CONTRACT WITH THE HAMILTON COUNTY FEDERATION OF SPORTSMEN’S CLUBS, INC. 

WHEREAS this Board desires to enter into a contract with the Hamilton County 

Federation of Sportsmen’s Clubs, Inc., for the year 2022, and 

WHEREAS, the “Federation” has an established program, for promotion and education with respect to wildlife and environmental conservation, and 

WHEREAS the “Federation” through the relationships they have established with the local Fish & Game or Rod & Gun Clubs has an ability to provide a needed service to the County, and 

WHEREAS such service is anticipated to be promotion and education surrounding 

wildlife, fishing, and environmental conservation, and 

WHEREAS there are opportunities to provide these services through existing camps, kids fishing derbies, etc., 

NOW, THEREFORE, BE IT RESOLVED, that the County Attorney be authorized to prepare a contract to pay One Thousand Five Hundred Dollars ($1,500.00) to the Hamilton County Federation of Sportsmen’s Clubs, Inc., giving them authority to carry on a program including conservation education, and be 

it further 

RESOLVED, that the Chairperson be authorized to execute such contract and that One Thousand Five Hundred Dollars ($1,500.00) be paid on or about March 3, 2022 from Fish and Game Account No. A8720.0402 Federal Fish and Game, and that the Fish & Game Account No. A8720.0402 be charged for any and all other expenses authorized herein, and be it also 

 RESOLVED, that Hamilton County would provide funding for up to 8 local Hamilton County Fish & Game or Rod & Gun Clubs at up to $500.00 per club for promotional or educational programs as above defined approved by the Committee of the Hamilton County Federation of Sportsmen’s Clubs, Inc. and also be covered by this contract, and be it further 

RESOLVED, that upon completion of the Federation’s Coyote Contest they will be reimbursed up to $500.00 as part of said contract, and be it further 

RESOLVED, that all expenses under Fish and Game Account No. A8720.0402 Fish & Game will be reimbursements to the Federation for expenses already paid under the $500.00 per 

club formula and $500.00 for said Coyote Contest, and the County Treasurer be so authorized. 

AUTHORIZING RENEWAL AGREEMENT WITH HAMILTON COUNTY 

EMERGENCY MEDICAL SERVICES COUNCIL, INC. 

WHEREAS, Hamilton County EMS has re-organized, placing significant emphasis on training ambulance personnel, and 

WHEREAS the EMS Coordinator and the Deputy EMS Coordinator will provide written report and financials to the Board of Supervisors regarding the need to contract with Hamilton County EMS for training, now, therefore, be it 

RESOLVED, that the Hamilton County Board of Supervisors hereby authorizes an agreement with Hamilton County EMS to provide training for 2022 in the amount of $5,000, and be it further 

RESOLVED, that the Hamilton County Treasurer is hereby authorized to issue a check to the Hamilton County Emergency Medical Services Council, Inc. in the amount of $5,000.00, from Account No. A3640.0403 EMS Training. 

APPROVAL OF VETERANS SERVICES CONTRACT - 2022 was Tabled.

ON-CALL PAY –COMMUNITY SERVICES, NURSING AND SOCIAL SERVICES 

 WHEREAS Resolution No. 158-00 along with the adoption of the Grade and Step 

Schedule also standardized several Personnel Policies, and 

WHEREAS one of those policies was to standardize on-call pay for Community Services, Nursing, and the Department of Social Services, and 

WHEREAS the differential was set at $5.00 per hour or $175.00 per week, and 

WHEREAS this system has worked well with all three departments having 

implementation systems that work, and 

WHEREAS, the Board of Supervisors was asked as part of the budget to increase the on-call differential now, therefore, be it 

RESOLVED, that the on-call differential is hereby increased from $5.00 an hour to 6.50 per hour or $227.50 per week, and be it further 

RESOLVED, that the County Treasurer, the Personnel Officer, the Commissioner of Social Services, the Director of Public Health, the Director of Community Services be so notified. 

FIXING ANNUAL SALARIES OF THE DISTRICT ATTORNEY, COUNTY TREASURER, COUNTY CLERK, REAL PROPERTY DIRECTOR, PERSONNEL OFFICER, COMMISSIONER OF SOCIAL SERVICES, HIGHWAY SUPERINTENDENT AND COMMISSIONERS OF THE BOARD OF ELECTIONS 

BE IT RESOLVED, that proposed Local Laws No. 1-8 of the year 2022 entitled 

respectively, “A Local Law Fixing the Annual Salary of the Hamilton County District Attorney, A Local Law Fixing the Annual Salary of the Hamilton County Treasurer, A Local Law Fixing the Annual Salary of the Hamilton County Clerk, A Local Law Fixing the Annual Salary of the Hamilton County Real Property Director, A Local Law Fixing the Annual Salary of the Hamilton County Personnel Officer, A Local Law Fixing the Annual Salary of the Hamilton County Commissioner of Social Services, A Local Law Fixing the Annual Salary of the Hamilton County Highway Superintendent, A Local Law Fixing the Annual Salary of the Hamilton County Commissioners of the Board of Elections” be and the same are hereby introduced to the Board of Supervisors, and be it further 

RESOLVED, that the copies of the aforesaid proposed Local Laws be laid upon the desks of each member of the Hamilton County Board of Supervisors, and be it further 

RESOLVED, that the Hamilton County Board of Supervisors shall hold a public hearing on each of the said proposed Local Laws at the County Office Complex, Route 8, Lake Pleasant, New York, on the 3rd day of February, 2022, at 11:00 AM, and be it further 

RESOLVED, that the Chairman of the County Board of Supervisors publish or cause to be published a public notice in the official newspaper of the County of said public hearing at least five (5) days prior thereto. 

A LOCAL LAW FIXING THE ANNUAL SALARY OF THE 

HAMILTON COUNTY DISTRICT ATTORNEY 

Legislative Intent: The Hamilton County District Attorney's annual salary for the year 2021 was set by the Hamilton County Board of Supervisors at One Hundred Six Thousand Five Hundred Twenty-nine Dollars ($106,529.00). That to bring the Hamilton County District Attorney's annual salary into conformity with the other appointed and elected officials, the annual salary for the Hamilton County District Attorney for the year 2022 will be One Hundred Seventeen Thousand Seven Hundred Ninety-five Dollars ($117,795.00). 

A LOCAL LAW FIXING THE ANNUAL SALARY OF THE 

HAMILTON COUNTY TREASURER 

Legislative Intent: The Hamilton County Treasurer's annual salary for the year 2021 was set by the Hamilton County Board of Supervisors at Eighty-one Thousand Four Hundred Fifty-seven Dollars ($81,457.00). That to bring the Hamilton County Treasurer's annual salary into conformity with the other appointed and elected officials, the annual salary for the Hamilton County Treasurer for the year 2022 will be Ninety Thousand Seventy Dollars ($90,070.00). 

A LOCAL LAW FIXING THE ANNUAL SALARY OF THE HAMILTON COUNTY CLERK 

Legislative Intent: The Hamilton County Clerk's annual salary for the year 2021 was set by the Hamilton County Board of Supervisors at Eighty-four Thousand Seven Hundred Twenty-eight Dollars ($84,728.00). That to bring the Hamilton County Clerk's annual salary into conformity with the other appointed and elected officials, the annual salary for the Hamilton County Clerk for the year 2022 will be Ninety-three Thousand Six Hundred Eighty-seven Dollars ($93,687.00). 

A LOCAL LAW FIXING THE ANNUAL SALARY OF THE HAMILTON COUNTY REAL PROPERTY TAX DIRECTOR 

Legislative Intent: The Hamilton County Real Property Tax Director's annual salary for the year 2021 was set by the Hamilton County Board of Supervisors at Seventy-three Thousand Five Hundred Forty-one Dollars ($73,541.00). That to bring the Hamilton County Real Property Tax Director's annual salary into conformity with the other appointed and elected officials, the annual salary for the Hamilton County Real Property Tax Director for the year 2022 will be Eighty-one 

Thousand Three Hundred Eighteen Dollars ($81,318.00). 

A LOCAL LAW FIXING THE ANNUAL SALARY OF THE HAMILTON COUNTY PERSONNEL DIRECTOR 

Legislative Intent: The Hamilton County Personnel Director's annual salary for the year 2021 was set by the Hamilton County Board of Supervisors at Fifty-six Thousand Six Hundred Thirty Dollars ($56,630.00). That to bring the Hamilton County Commissioner of Social Services’ annual salary into conformity with the other appointed and elected officials, the annual salary for the Hamilton County Commissioner of Social Services for the year 2022 will be Ninety-seven Thousand Four Hundred Twenty-five Dollars ($97,425.00). 

A LOCAL LAW FIXING THE ANNUAL SALARY OF THE HAMILTON COUNTY HIGHWAY SUPERINTENDENT 

Legislative Intent: The Hamilton County Highway Superintendent's annual salary for the year 2021 was set by the Hamilton County Board of Supervisors at Ninety-five Thousand Four Hundred Twenty-two Dollars ($95,422.00). That to bring the Hamilton County Highway Superintendent's annual salary into conformity with the other appointed and elected officials, the annual salary for the Hamilton County Highway Superintendent for the year 2022 will be One Hundred Five Thousand Five Hundred Thirteen Dollars ($105,513.00). 

A LOCAL LAW FIXING THE ANNUAL SALARIES OF THE HAMILTON COUNTY COMMISSIONERS OF THE BOARD OF ELECTIONS 

Legislative Intent: The Hamilton County Commissioners of the Board of Elections annual salaries for the year 2021 were set by the Hamilton County Board of Supervisors at Forty-nine Thousand Three Hundred Twenty Dollars ($49,320.00). That to bring the Hamilton County Commissioners of the Board of Elections annual salaries into conformity with the other appointed and elected officials, the annual salary for the Hamilton County Commissioners of the Board of Elections for the year 2022 will be Fifty-four Thousand Five Hundred Thirty-seven Dollars ($54,537.00). 

AUTHORIZING ONE YEAR CONTRACT EXTENSION WITH ESSEX COUNTY IDA FOR ECONOMIC DEVELOPMENT ASSISTANCE 

WHEREAS, the Essex County Industrial Development Agency has agreed to continue to assist Hamilton County, therefore, be it 

RESOLVED, that the County of Hamilton enter into a one-year contract extension with the Essex County Industrial Development Agency to provide economic development assistance, support, grant writing assistance, and advice, for the period of January 1, 2022 to December 31, 2022, not to exceed $10,000.00, and be it further 

RESOLVED, the Chairman is authorized to sign said contract. 

CHANGE PART-TIME CLERK TO FULL-TIME CLERK POSITION IN THE PERSONNEL OFFICE 

WHEREAS the Personnel Office is experiencing an increased workload with numerous projects and added responsibilities, and 

WHEREAS the part-time Clerk position is currently 21 hours per week, be it 

RESOLVED, that the part-time clerk position be changed to a full-time position, with an increase in hours from 21 to 35 per week effective January 10, 2022 and be it further 

RESOLVED, that Account No. A1430.0102 Clerk P/T be increased from $18,013.00 to $29,912.00, which is an increase of $11,899.00, and be it further

AUTHORIZATION TO HIRE FIVE BOAT PATROLMEN

WHEREAS, the Sheriff has reported to this Board there is a need for five boat patrol officers to patrol lakes in Hamilton County during the 2022 Summer Season (June through September), therefore, be it 

 RESOLVED, that the Sheriff be authorized to hire five boat patrol officers for the 2022 Summer Season beginning June 19th with any advance required training authorized, and be it further 

RESOLVED, that the County Treasurer be authorized to prepare proper contracts to submit 

to the State of New York to meet the requirements of the State of reimbursement. 

2021-AUTHORIZING PURCHASE AND PAYMENT OF PCR TESTING EQUIPMENT – PUBLIC HEALTH 

WHEREAS the Public Health Department was awarded the 2021-2022 HRI AIDS 

institute ELC Grant No. 6896-01 which included funding for polymerase chain reaction (PCR) machines for schools, and 

WHEREAS, McKesson Medical Surgical was the only vendor with PCR testing equipment available, and 

WHEREAS the Public Health Department purchased 2 PCR machines at a cost of 

$5,000.00 each, and 

WHEREAS a purchase of this amount requires authorization by resolution, be it 

RESOLVED, that the Public Health’s purchase of 2 PCR machines in the amount of $10,000.00 is hereby authorized, and be it further 

RESOLVED, that the County Treasurer is hereby authorized to make payment to 

Mckesson Medical Surgical for Invoice No. 18508768 in the amount of $10,000.00 to be charged to Account No. A4189.4105. 

AGREEMENT WITH BERKSHIRE FARM CENTER AND SERVICES FOR YOUTH FOR NON- SECURE DETENTION SERVICES 

WHEREAS, the County of Hamilton, on occasion is required to place juveniles in a non-secured detention facility, and 

WHEREAS Berkshire Farm Center and Services for Youth operates two (2) non-secured detention facilities for juveniles placed with the Department of Social Services, and 

WHEREAS Berkshire Farm Center and Services for Youth requires an agreement in order to place juveniles in their facility, now, therefore, be it 

RESOLVED, that upon approval of the County Attorney, the Chairman of the Hamilton County Board of Supervisors is hereby authorized to enter into an unreserved usage agreement with Berkshire Farm Center and Services for Youth for the purposes of placing appropriate juveniles with a per diem rate for an unreserved bed of $495.00 and will be effective from January 1, 2022 through December 31, 2022. 

COOPERATIVE AGREEMENT BETWEEN THE COUNTY ATTORNEY AND THE DEPARTMENT OF SOCIAL SERVICES 

WHEREAS it is necessary for the Department of Social Services to enter into a 

cooperative agreement with the County Attorney in order to justify and obtain funding for such representation, and 

WHEREAS the Office of the County Attorney provides representation to the Department of Social Services through appointment of the Assistant County Attorney, be it 

RESOLVED, that the Commissioner of the Hamilton County Department of Social 

Services, the Hamilton County Attorney and the Hamilton County Chairman of the Board of Supervisors are hereby authorized to execute a Cooperation Agreement for the term of January 1, 2022 through December 31, 2022 between the Department of Social Services and the Hamilton County Attorney upon review of the Hamilton County Attorney. 

AUTHORIZING LEASE WITH ONEWORKSOURCE – 2022 

WHEREAS, the Hamilton County Board of Supervisors, working with the local WIOA, and the North Country Regional Workforce Investment Council (OneWorkSource), have worked out the details of a lease for the OneWorkSource space, and 

WHEREAS, the lease will cover the period of January 1, 2022 through December 31, 2022, and 

WHEREAS the monthly rent to be paid by said tenant will be $475.00 per month (to cover the use of the lease space together with the cost of heat, electricity, telephone, internet, and insurance), therefore, be it 

RESOLVED, that the Chairman of the Hamilton County Board of Supervisors is hereby authorized to enter into, and sign said lease on behalf of Hamilton County, and be it further 

RESOLVED, that certified copies be forwarded to Roberta Bly. 

AUTHORIZING CONTRACTS BETWEEN THE DEPARTMENT OF SOCIAL 

SERVICES, COMMUNITY SERVICES AND SHERIFF’S OFFICE FOR RAISE THE AGE SERVICES - HAMILTON COUNTY SCHOOL AND COMMUNITY 

PREVENTION INITIATIVE 

WHEREAS, in 2018 NYS approved legislation to raise the age of criminal responsibility to 18 years of age; New York State was previously one of only two states that automatically prosecuted 16- and 17-year-olds as adults, and 

WHEREAS, the Hamilton County Department of Social Services, Hamilton County Sheriff’s Office and the Hamilton County Probation Department have applied for funding for prevention of placement of these Raise the Age Youth, and 

WHEREAS, Community Services has developed a Hamilton County School and 

Community Prevention Initiative that offers Hamilton County Schools Clinical Social Worker and Resource Officer services, and 

WHEREAS, the Department of Social Services has been approved to use Raise the Age Funding for this program, be it 

RESOLVED, that upon approval of the County Attorney, Hamilton County Community Services is hereby authorized to contract with the Hamilton County Department of Social Services for the Hamilton County School and Community Prevention Initiative for an amount not to exceed $80,000.00 annually effective January 1, 2022-December 31, 2022, and be it further 

RESOLVED, that upon approval of the County Attorney, Hamilton County Community Services is hereby authorized to contract with the Hamilton County Sheriff’s Office for the services of a Resource Officer, for an amount not to exceed $85,000.00 annually effective January 1, 2022-December 31, 2022. 

APPROVAL - USE OF COUNTY ROADS AS DESIGNATED FOR SNOWMOBILE USE FOR YEAR 2022 

RESOLVED, that the Board of Supervisors hereby authorizes any town within the county to designate any County Road or part thereof for snowmobile usage for the year 2022, be it further 

RESOLVED, if a town chooses to designate a County Road or any part thereof within that particular towns boundary the town shall follow all rules and regulations of designating a road for snowmobile use per the guidelines set forth in New York State Office of Parks, Recreation and Historic Preservations Snowmobile Unit and also be subject to provide Hamilton County with an insurance certificate covering said use in favor of the County as an additional insured. 

APPROVAL OF EXPENDITURES OF MATERIALS AND SUPPLIES FOR ROAD CONSTRUCTION AND MAINTENANCE PROJECTS - 2022 

WHEREAS each year the DPW Superintendent needs to purchase materials and supplies for road construction projects, road maintenance projects and have some inventory available for emergencies for the county system, and 

WHEREAS, in all instances the purchases are made through New York State Contract, Hamilton County awarded bids or through a piggyback contract bid from another county of New York State, and 

WHEREAS most of these purchases are over the threshold of the County Highway Superintendents authority to purchase without either Chairman’s authorization or by Board resolution authorizing the said purchases, and 

WHEREAS these materials and supplies include but not limited to stone items, culverts, hot mix asphalt, equipment rental, road striping and general construction items, be it 

RESOLVED, that the Board of Supervisors does hereby authorize the County Highway Superintendent to purchase materials and supplies as needed without specific authorization for each purchase for county road construction and maintenance if it is within the current adopted budget for 2022 and the County Treasurer and Clerk of the Board be so advised.

WHEREAS the Public Works Department needs professional engineering services during the year for different instances but not limited to road and bridge work, building permits and bridge flags, and 

WHEREAS, A. S. Bell Engineering PC has given the Superintendent a proposal for professional engineering services for 2022, and 

WHEREAS, A. S. Bell Engineering PC has many years of experience and years of 

experience for Hamilton County, and

WHEREAS, these services are necessary in order to obtain Cyber Insurance, be it RESOLVED, that upon approval of the County Attorney, the Chairman of the Board of Supervisors is hereby authorized to contract with My Techs Global, Inc. for maintenance and security services at a rate of $20 per computer, per month, plus additional expenses for Security Awareness Training and Cyber Security Services with a cost not to exceed $15,000.00.
