County Honors Robert Kleppang

LAKE PLEASANT—Longtime Director of Hamilton Community Services; Robert Kleppang, was honored by the Hamilton County Board of Supervisors when it met on October 6.

The resolution honoring Kleppang in the form of a proclamation - On the Occasion of his Retirement Robert Kleppang – reads as follows:

WHEREAS we would like to express special recognition to Robert Kleppang and to honor him for his distinguished twenty-three years of service with Hamilton County Community Services; and

WHEREAS Robert began his career on August 23, 1999 as the Director of Community Services; and

WHEREAS the Hamilton County Board of Supervisors wishes to express its sincere appreciation to Robert for his dedication to the outstanding performance of his duties during his tenure; and

WHEREAS it is the desire and honor of this Board to honor Robert Kleppang

NOW, THEREFORE, BE IT RESOLVED, that we, the Hamilton County Board of Supervisors, do hereby commend and honor Robert Kleppang for his many years of service and dedication as a Hamilton County employee and extend our heartfelt thanks for a job well done and offer our good wishes for an enjoyable retirement.

APPROVAL TO FUND AND PAY INVOICES RECEIVED

WHEREAS one invoice has been received from Tyler Technologies for the new financial/personnel software being implemented, and

WHEREAS, per Resolution No. 288-21 dated November 10, 2021 the Board created the ARP Act accounts to cover the expenses of this implementation, be it

RESOLVED, the County Treasurer is hereby authorized to fund Account No. A1325.0412 – ARP Act Financial Software in the amount of $97.50 to be offset by funding Revenue Account No. A4089.0200 – American Rescue Plan Act (ARPA) in the amount of $97.50, and be it further

RESOLVED, that the County Treasurer is hereby authorized to pay Tyler Technologies $97.50 for Invoice No. 025-394634 from Account No. A1325.0412 ARP Act, Financial Software.

STANDARD WORKDAY AND REPORTING

WHEREAS, New York State Retirement Regulation 315.4 requires time logs, and the Board of Supervisors to set the Standard Workday for Elected and Appointed Officials, and

WHEREAS, time logs have been kept and submitted, now, therefore, be it

RESOLVED, that the County of Hamilton here establishes the following as standard workdays for elected and appointed officials and will report the following days worked to the New York State and Local Employees’ Retirement System based on the record of activities maintained and submitted by these officials to the Clerk of the Board

SUPPORTING OPERATION GREEN LIGHT

WHEREAS the residents of Hamilton County have great respect, admiration, and the utmost gratitude for all of the men and women who have selflessly served their country and this community in the Armed Forces, and

WHEREAS the contributions and sacrifices of the men and women that served in the Armed Forces have been vital in maintaining the freedoms and way of life enjoyed by our citizens, and

WHEREAS Hamilton County seeks to honor these individuals who have paid the high price for freedom by placing themselves in harm’s way for the good of all, and

WHEREAS New York States veteran population has decreased by 44% over the last 20 years, and

WHEREAS Veterans continue to serve their community in the American Legion, Veterans of Foreign Wars, church groups, civil service, and

WHEREAS Approximately 200,000 service members transition to civilian communities annually, and

WHEREAS an estimated 20% increase of service members will transition to civilian life in the near future, and

WHEREAS studies indicate that 44% to 72% of service members experience high levels of stress during transition from military to civilian life, and

WHEREAS active military service members transitioning from military service are at a high risk for mental health crises and suicide during their first year after military service, and

WHEREAS Hamilton County appreciates the sacrifices our United State military personnel made while defending freedom and believes specific recognition be accorded them in appreciation of their service and to demonstrate the honor and support, they have earned, now, therefore, be it

RESOLVED, with designation as a Green Light for Military Service County, Hamilton County hereby declares from November 6th through Veterans Day, November 11th, 2022 a time to salute and honor the service and sacrifice of our men and women in uniform transitioning from Active Service, and be it further

RESOLVED, that in observance of Operation Green Light, Hamilton County encourages its citizens in patriotic tradition to recognize the importance of honoring all those whose immeasurable sacrifices helped to preserve freedom by displaying a green light in a window of their place of business or residence.

FUNDING NYS DIVISION OF HOMELAND SECURITY

WHEREAS, the Hamilton County Sheriff’s Office has been awarded a NYS 2022 Department of Homeland Security and Emergency Services (DHSES) Grant through the Domestic Terrorism Prevention Grant program in the amount of $172,413.00, Grant DT22-1014-E00, and

WHEREAS the Hamilton County Sheriff’s Office will be working in conjunction with the Fulton County Sheriff’s Office to prevent domestic terrorism within both counties, therefore, be it

RESOLVED, that the Chairman of the Board of Supervisors is hereby authorized to sign said 2022 Domestic Terrorism Prevention grant, and be it further

RESOLVED, that the County Treasurer be authorized to create and fund Account No. A3645.0405 DT22-1014-E00 at $172,413.00 to be totally offset by creating and funding Revenue Account No. A3389.0113 DT22-1014-E00 at $172,413.00 and Sheriff be so notified.

CONSULTANT FOR NYS DIVISION OF HOMELAND SECURITY

WHEREAS, Hamilton County has been awarded NYS Division of Homeland Security and Emergency Services Grant – Domestic Terrorism Prevention Grant – DT22-1014-E00 in the amount of $172,413.00, and

WHEREAS the Hamilton County Sheriff’s Office will be working in conjunction with the Fulton County Sheriff’s Office to prevent domestic terrorism within both of the counties, and

WHEREAS the Hamilton County Sheriff’s Office funding will be used to hire a consultant to develop a Domestic Terrorism Plan by December 31, 2022, plan activities related to establishing a Threat Assessment and Management (TAM) team in accordance with the NYS DHSES guidelines in the Domestic Terrorism Prevention Plan Guidance, and

WHEREAS, the Hamilton County Sheriff’s Office would like to hire Lucretia L. Ferry, a consultant to meet the needs of the Domestic Terrorism Prevention Grant, therefore, be it

RESOLVED, that with the approval of the Hamilton County Attorney, the Chairman of the Hamilton County Board of Supervisors is hereby authorized to sign a contract with Lucretia L. Ferry of Mayfield, New York to provide consulting for the Domestic Terrorism Prevention Grant, and be it further

RESOLVED, that Lucretia L. Ferry will be paid a fee of $75.00 per hour plus any travel and/or required training expenses from Account A3645.0405 – DT22-1014-E00, and the Treasurer and Sheriff be so notified.

FUNDING NYS DIVISION OF HOMELAND SECURITY

WHEREAS, the Hamilton County Emergency Management Department has been awarded the NYS Division of Homeland Security and Emergency Services (DHSES) Grant Project SH21- 1044-D00 in the amount of $42,678.00, and

WHEREAS, the funds have not been spent, be it

RESOLVED, that the County Treasurer be authorized to fund Account No. A3645.0424 SHSP Grant SH21-1044-D00 at $42,678.00 to be totally offset by funding Revenue Account No. A3389.128 SHSP Grant SH21-1044-D00 at $42,678.00 and the Director of Emergency Management and Sheriff be so notified.

PURCHASE OF LICENSE PLATE READER FOR PATROL CAR

WHEREAS Hamilton County Emergency Management was awarded SHSP grant from New York State Department of Homeland Security and Emergency Services (DHSES) grant SH21-1044-D00 in the amount of $42,678.00, contract T839710, and

WHEREAS, $16,798.74 of DHSES Grant SH21-1044-D00 was allocated for a license plate reader, and

WHEREAS, the Elsag Plate Hunter M7 license plate reader will be purchased from Selex ES, Inc. under NYS Contract No. PC69032, which expires May 31, 2025, therefore, be it

RESOLVED, that the Director of the Hamilton County Emergency Management Department is hereby authorized to purchase a Elsag Plate Hunter M7 license plate reader from Selex ES, Inc for $16,798.74 from Account No. A3645.0424 – DHSES FY21-1044-D00 grant.

TRANSFER OF FUNDS FOR RECYCLING EQUIPMENT

WHEREAS, the DPW Superintendent has met with the Public Works Committee on several occasions during 2022 to discuss transitioning our recycling program to a dual stream system, and

WHEREAS the Superintendent recommends the purchase of a live floor trailer and ejector trailer to make the transition to dual stream recycling for logistics, and

WHEREAS the Public Works Committee approves of transitioning to a dual stream recycling program to save money and ease of recycling for constituents of the county, be it

RESOLVED, that hereby the Board of Supervisors approve moving the county’s recycling program to a dual stream system, be it further

RESOLVED, that $223,800.00 be transferred from the Solid Waste Equipment Reserve to Account No. A8189.0401 Solid Waste Capital Reserve Expenditure for the said purchase of two trailers as recommended by the DPW Superintendent and the County Treasurer be so authorized to make the transfer and Clerk of the Board and DPW Superintendent be so advised.

PURCHASE A DIRT ROLLER FOR DPW

WHEREAS the DPW regularly rents a dirt roller for 6 months per year, and

WHEREAS currently the DPW has on rental a new leftover 2020 Hamm cabbed vibratory dirt roller, and

WHEREAS, the DPW has CHIP’s funding available, and the Superintendent recommends purchasing the said rented Hamm roller under Sourcewell Contract, and

WHEREAS, the Finke Equipment has given the Superintendent a written quote for the purchase of the Hamm roller with deducting the rental the county has paid on the said roller for a cost of $125,121.00 and with an extended warranty for $3,740.00, be it

RESOLVED, that hereby the County Highway Superintendent is authorized to order said Hamm H12i Cabbed vibratory roller with extended warranty for a total cost $128,861.00 from Finke equipment under Sourcewell Contract and it will be a charge to Account No. D5112.202 Capital Projects and the Highway Superintendent, County Treasurer and Clerk of the Board be so notified.

PURCHASE WHEEL LOADER

WHEREAS the Highway Department is in need of replacing a front end wheel loader, and

WHEREAS 2023 Wheel Loaders are available for purchase on State Contract with associated options, and

WHEREAS the vendor of the road loader has offered $37,000.00 for the currently county owned 2001 John Deere 624H in as is condition (VIN DW624HX578659) as trade in value toward the purchase of the 2023 John Deere 624P, and

WHEREAS the County Highway Superintendent is recommending approval to purchase the said road loader under State Contract pricing and also to issue a Purchase Order immediately to be able to receive the loader in 2023 because of manufacturer supply shortages, be it

RESOLVED, that hereby the County Highway Superintendent is authorized to order said Wheel Loader under New York State Contract 03119-JDC, Award #PGB-22792 pricing from United Construction and Forestry, and be it further

RESOLVED, the County Highway Superintendent is hereby authorized to trade in the 2001 John Deere 624H VIN No. DW624HX578659 wheel loader currently owned by Hamilton County and that the trade in value is $37,000.00 and the final cost for the purchase of the 2023 John Deere 772P is $197,686.12 with 60 month extended warranty delivered, and be it further

RESOLVED, that hereby this purchase is for the 2023 fiscal year budget and will be received in 2023 and the County Treasurer, Clerk of the Board and DPW Superintendent be so notified.

BID FOR LIGHT PICKUPS

WHEREAS the Public Works Committee authorized the County Highway Superintendent to advertise for bids for the purchase of New 2023 Model Year Light Duty Pickups, and

WHEREAS one (1) bid was received for 2023 Model Year Light Pickups in accordance with Specification No. 9-2022 as advertised by the Highway Superintendent and Public Works Committee, and

WHEREAS the following bid was received: 1.- Carbone Chrysler, Dodge, Jeep, Ram, Yorkville, NY.

Item 1 – 2023 Ram 1500 Tradesman Pickup Bid Price - $45,593.00 and

WHEREAS, the Fleet Coordinator recommends the award be made to Carbone Chrysler, Dodge, Jeep, Ram, and

WHEREAS, because of vehicle manufacturer supply shortages the vehicles need to be ordered immediately to get them for the year 2023, and

WHEREAS the Fleet Coordinator recommends ordering two (2) of the said pickups for the 2023 fiscal budget, be it

RESOLVED, the Board of Supervisors does award the bid to the Carbone Chrysler, Dodge, Jeep, Ram for Spec 9-2022, and be it further

RESOLVED, that the Chairman of the Board is authorized to enter into a purchase agreement for two pickups with Carbone Chrysler, Dodge, Jeep, Ram of Yorkville, NY per the County Attorney’s approval and further the Fleet Coordinator is hereby authorized to issue a purchase order for two (2) 2023 light pickups to be a charge to the 2023 equipment budget and the County Attorney, Fleet Coordinator, County Treasurer and Clerk of the Board be so advised.

BID OPEN TOP EJECTOR TRAILER

WHEREAS the Public Works Committee authorized the County Highway Superintendent to advertise for bids for the purchase of a New 2023 Model Year Open Top Ejector Trailer, and

WHEREAS one (1) bid was received for one New and Unused 2023 Open Top Ejector Trailer in accordance with Specification No. 8-2022 as advertised by the Highway Superintendent and Highway Committee, and

WHEREAS the following bid was received: Spector Manufacturing, Inc., Claire, PA. 2023 Spec Tec Model – SEO059696 as specified - Bid price $108,237 and

WHEREAS, the County Highway Superintendent recommends awarding the bid to Spector Manufacturing Equipment, be it

RESOLVED, that the award be made to Spector manufacturing, Inc.

RESOLVED, that the Chairman of the Board of Supervisors is hereby authorized to enter into a contract for the purchase of one new 2023 Spec Tec Open Top Ejector Trailer with Spector Manufacturing, Inc. of St. Claire, PA in the amount of $108,237.00 with the approval of the County Attorney, and be it further

RESOLVED, that payment be made to Spector Manufacturing, Inc. within 30 days of delivery of fully equipped and operational unit and acceptance by the County Highway Superintendent and that payment be made from Account No. A8189.0401 Solid Waste Reserve in the amount of $108,237.00 and the County Attorney, County Treasurer and Clerk of the Board be so advised.

BID LIVE BOTTOM TRAILER

WHEREAS the Public Works Committee authorized the County Highway Superintendent to advertise for bids for the purchase of a New 2023 Model Year Live Bottom Trailer, and

WHEREAS one (1) bid was received for one New and Unused 2023 Live Bottom Trailer in accordance with Specification No. 7-2022 as advertised by the Highway Superintendent and Highway Committee, and

WHEREAS the following bid was received: Tracey Road Equipment, East Syracuse, NY. 2023 Trout River Model – SC39-S2 as specified - Bid price $115,563. and

WHEREAS, the County Highway Superintendent recommends awarding the bid to Tracey Road Equipment, be it

RESOLVED, that the award be made to Tracey Road Equipment 6803 Manlius Center Road, East Syracuse, NY, and be it further

RESOLVED, that the Chairman of the Board of Supervisors is hereby authorized to enter into a contract for the purchase of one new 2023 Trout River Live Bottom Trailer with Tracey Road Equipment of East Syracuse, NY in the amount of $115,563.00 with the approval of the County Attorney, and be it further

RESOLVED, that payment be made to Tracey Road Equipment within 30 days of delivery of fully equipped and operational unit and acceptance by the County Highway Superintendent and that payment be made from Account No. A8189.0401 Solid Waste Reserve in the amount of $115,563.00 and the County Attorney, County Treasurer and Clerk of the Board be so advised.

AUTHORIZING NEW GOVERNMENT WEBSITE

WHEREAS, it has been determined that the Hamilton County government website needs to be updated and to be mobile-friendly, and

WHEREAS, the Clerk of the Board presented a proposal from Catalog & Commerce Solutions, LLC d/b/a Discover eGov to the Finance Committee on September 27, 2022 for Website Design and Development Services and Website Management Services and recommends said proposals, be it

RESOLVED, that upon approval of the County Attorney, the Chairman of the Board is hereby authorized to sign an agreement with Catalog & Commerce Solutions, LLC d/b/a Discover eGov for Website Design and Development Services for a total cost not to exceed $14,950.00, and be it further

RESOLVED, that upon approval of the County Attorney, the Chairman of the Board is hereby authorized to sign an agreement with Catalog & Commerce Solutions, LLC d/b/a Discover eGov for Website Management Services for 2023 $4,800, 2024 $4,950 and 2025 $5,100, and be it further

RESOLVED, that the County Treasurer be hereby authorized to create and fund Account No. A1040.0411 – ARP Act, Website in the amount of $19,750.00 to be totally offset by funding Revenue Account No. A4089.0200 – American Rescue Plan Act (ARPA) in the amount of $19,750.00. 

APPROVING 2023 HOLIDAY SCHEDULE

WHEREAS, the Hamilton County Board of Supervisors has received a recommendation from the Internal Management Committee to approve the 2023 Holiday Schedule, and

WHEREAS, the Internal Management Committee has reviewed the 2023 Holiday 

Schedule proposed by the County Personnel Office, and

RESOLVED, that this Board of Supervisors authorizes the Hamilton County Holiday Schedule for 2023 as attached and recommended by the Personnel Officer, and be it further

RESOLVED, that the Personnel Officer is hereby authorized to disseminate the 2023  

Hamilton County Holiday Schedule as appropriate and that a certified copy of this resolution be provided to the Hamilton County Personnel Officer.

FUNDING NYS DIVISION OF HOMELAND SECURITY

WHEREAS, the Hamilton County Emergency Management Department has been awarded a NYS 2022 Department of Homeland Security and Emergency Services (DHSES) Grant through the DHSES SHSP program in the amount of $42,678.00, Grant SH22-1035-D00, therefore, be it

RESOLVED, that the Chairman of the Board of Supervisors is hereby authorized to sign said NYS 2022 SHSP grant, and the Director of Emergency Management, Sheriff, and County Treasurer be so notified, and be it further

RESOLVED, that Account No. A3645.0426 SH22-1035-D00 be hereby created and funded at $42,678.00 to be totally offset by creating and funding Revenue Account No.3389.0130 SH22-1035-D00 at $42,678.00 and the County Treasurer be so authorized.

PURCHASE TWO AC CONDENSER UNITS

WHEREAS Resolution No. 245-22 authorized the transfer of funds for 2022 buildings projects which includes the replacement of two (2) AC condensers in the Public Health building, and

WHEREAS the Superintendent contacted three (3) vendors for written quotes to replace the AC condensers with the following responses, Thermal Associates - $14,950.00 for EACH condenser unit; Technical Building Services, Inc. - $18,514.00 for BOTH condenser units; Murphy Mechanical – no response or quote provided and

WHEREAS the DPW Superintendent moved forward with the ordering and installation of AC condenser units from Technical Building Services, Inc. which have now been installed in the County Public Health Building in Indian Lake, be it

RESOLVED, that the Board of Supervisors hereby authorizes the Superintendent for the purchase of AC condenser units from Technical Building Services, and be it further

RESOLVED, that payment is hereby authorized, and the County Treasurer be so authorized to send a payment of $18,514.00 to Technical Building Services, Inc., 12E Commerce Drive, Ballston Spa, NY 12020-3631 out of Account No. A1620.0413 IL & LP Projects and the Clerk of the Board and DPW Superintendent be so notified.

PAYMENT TO BLUE LINE ELECTRICAL SERVICES FOR 

ELECTRICAL MAINTENANCE IN SLIC STORAGE AREA

WHEREAS Resolution No. 318-21 authorized an agreement between the County and SLIC in which SLIC would provide a fiber redundancy connection between the 911 Dispatch Center and the Wells Fire House in exchange for space in the basement of the Court House for SLIC equipment, and

WHEREAS it was necessary to provide electrical maintenance services for that storage area, and

WHEREAS Blue Line Electrical Services performed that maintenance and payment is due, be it 

RESOLVED, that the County Treasurer is hereby authorized to make payment from Account No. A1610.0413 Buildings Projects in the amount of $385.00 to: Blue Line Electrical Services, Newcomb, NY 12852 and the DPW Superintendent and the Clerk of the Board be so notified.

PROPOSED LOCAL LAW NO. 11 OF 2022

LOCAL LAW AUTHORIZING LEASE AGREEMENT FOR INSTALLATION OF COMMUNICATION TOWER IN TOWN OF ARIETTA

WHEREAS, in the Town of Arietta certain lands owned by Almina Rogers Baker have been determined to be appropriate for installation of a communications tower, and WHEREAS, Hamilton County wishes to install such communications tower to enhance existing emergency management communications, and

WHEREAS, said property owner is willing to enter into a 99-year lease agreement 

allowing Hamilton County to enhance said communications, now, therefore, 

BE IT ENACTED BY THE BOARD OF SUPERVISORS OF THE COUNTY OF 

HAMILTON, AS FOLLOWS:

Section 1. Almina Rogers Baker is the owner of premises in the Town of Arietta, said real property more particularly described as set forth in a certain deed dated October 1, 1947 and recorded in the Hamilton County Clerk’s Office October 2, 1947 at Liber 86, Page 6.

Section 2. Said property owner has agreed to lease to the County of Hamilton the said property as more particularly set forth in the said lease agreement. 

Section 3. The term of the proposed lease is ninety-nine (99) years. 

Section 4. An analysis of the potential environmental impacts of the said aforesaid lease, if any, has been done under the State Environmental Quality Review Act (SEQRA) with Hamilton County acting as lead agency; this legislative body determines that the proposed action constitutes a Type II action, and accordingly adopts a Negative Declaration, with a determination of no significant effect on the environment. 

Section 5. This Local Law is enacted to amend and supersede County Law Section 215(3) so as to authorize the County of Hamilton to enter into a lease of private property identified and as set forth hereinbefore, the purpose of superseding County Law Section 215 is to authorize the County to enter into a lease for a term exceeding five (5) years.

Section 6. The Chairman of the Board of Supervisors is authorized to enter into any and all agreements and execute all documents deemed necessary by the County Attorney for the lease of the above-described property from said landowner for a period of ninety-nine (99) years. 

Section 7. This Local Law shall take effect upon filing in accordance with the provisions of the Municipal Home Rule Law of the State of New York

HAMILTON, AS FOLLOWS:

Section 1. Daniel and Rebecca Virgil are the owners of premises in the Town of 

Morehouse, said real property more particularly described as set forth in a certain deed dated December 12, 2004 and recorded in the Hamilton County Clerk’s Office December 14, 2004 at Book 232, Page 829.

Section 2. Said property owner has agreed to lease to the County of Hamilton the said property as more particularly set forth in the said lease agreement. 

Section 3. The term of the proposed lease is ninety-nine (99) years. 

Section 4. An analysis of the potential environmental impacts of the said aforesaid lease, if any, has been done under the State Environmental Quality Review Act (SEQRA) with Hamilton County acting as lead agency; this legislative body determines that the proposed action constitutes a Type II action, and accordingly adopts a Negative Declaration, with a determination of no significant effect on the environment. 

Section 5. This Local Law is enacted to amend and supersede County Law Section 215(3) so as to authorize the County of Hamilton to enter into a lease of private property identified and as set forth hereinbefore, the purpose of superseding County Law Section 215 is to authorize the County to enter into a lease for a term exceeding five (5) years.

Section 6. The Chairman of the Board of Supervisors is authorized to enter into any and all agreements and execute all documents deemed necessary by the County Attorney for the lease of the above-described property from said landowner for a period of ninety-nine (99) years. 

Section 7. This Local Law shall take effect upon filing in accordance with the provisions of the Municipal Home Rule Law of the State of New York

AUTHORIZING AGREEMENT FOR INSTALLATION OF COMMUNICATION TOWER IN TOWN OF ARIETTA

WHEREAS, it has been determined that there was a procedural issue with Resolution No. 300-22 adopted September 1, 2022 and the resolution needs to be re-adopted, and WHEREAS, Hamilton County wishes to install a communications tower in the Town of Arietta to enhance existing emergency management communications, and

WHEREAS, a landowner, Almina Rogers Baker, is willing to enter into a 99-year lease agreement allowing Hamilton County to utilize property of said landowner to install a tower so as to enhance emergency management communications, now, therefore, be it

RESOLVED, that Resolution No. 300-22 be hereby rescinded, and be it further

RESOLVED, that the Board of Supervisors of the County of Hamilton authorizes the Chairman, with the approval of the County Attorney, to enter into a 99-year lease agreement with said property owner in the Town of Arietta for the purpose of installing a tower so as to enhance emergency management communications within Hamilton County.

WHEREAS, it has been determined that there was a procedural issue with Resolution No. 301-22 adopted September 1, 2022 and the resolution needs to be re-adopted, and

WHEREAS Hamilton County wishes to install a communications tower in the Town of Morehouse to enhance existing emergency management communications, and

WHEREAS, landowners, Daniel and Rebecca Virgil, are willing to enter into a 99-year lease agreement allowing Hamilton County to utilize property of said landowners to install a tower so as to enhance emergency management communications, now, therefore, be it

RESOLVED, that Resolution No. 301-22 be hereby rescinded, and be it further

RESOLVED, that the Board of Supervisors of the County of Hamilton authorizes the Chairman, with the approval of the County Attorney, to enter into a 99-year lease agreement with said property owners in the Town of Morehouse for the purpose of installing a tower so as to enhance emergency management communications within Hamilton County.
