Benson Town Board meets today, Jan. 2

BENSON—When the Benson Town Board met on December 17, it was a flurry of resolutions, including one to hold its Organization Meeting today, January 2.
The following resolutions were approved by all.
RESOLUTION TO SET DATE OF ORGANIZATIONAL MEETING
“RESOLVED, that the Organizational Meeting of the Town Board of the Town of Benson will be held on Thursday, January 2, 2020 at 6:30 P.M.”
John Stortecky made a motion to pay deputy clerk, Richard Fitzgerald for filling in for the town clerk in a time of illness; 2nd David Pincombe. All approved
LIABILITY INSURANCE
Bill Van Gorder, NYMIR agent, spoke to the Board regarding changes in Benson’s insurance for 2020.
Supervisor John Stortecky moved to accept increase in Liability Insurance for 2020 NYMIR Policy; 2nd by D. Pincombe and the full board approved.
AUTHORIZING TO ADVERTISE FOR AND HIRE ONE HIGHWAY MAINTENANCE WORKER
“WHEREAS, the Town of Benson Highway Superintendent has expressed his need for and his desire to hire one additional highway maintenance worker, and
“WHEREAS, the Town Board has included funds in the 2020 budget for one additional part time highway maintenance worker, and
“WHEREAS, the Town Board understands the critical need for one additional highway maintenance worker and desires to fund the position to full time during the 2020 budget year pending expected revenue increases, and
“WHEREAS, the Town Highway Superintendent will advertise for and fill the position following all applicable legal hiring practices, be it
“RESOLVED, that the Town Board does authorize the Town of Benson Highway Superintendent to advertise for and hire one highway maintenance worker and that the rate of pay will be set at between $16.00- $18.00 per hour depending on the qualifications of the person to be hired and that the exact rate of pay for 2020 will be set at the 2020 organizational meeting and that a benefit package will be offered in accordance with the current town policies in effect.”
The full board approved.
AUTHORIZING SUPERVISOR TO CREATE ONLINE PAYMENT OF HIGHWAY DEPARTMENT WEX FUEL BILL
“WHEREAS, the Supervisor/CFO has requested permission to set up an online account to pay Highway Department WEX fuel bills when necessary, and
“WHEREAS, the Supervisor will continue to pay the bill by check authorized by voucher as per the request of our bookkeeping service, and
“WHEREAS, the online account will only need to be used to avoid any late charges in specific incidents,
“NOW, THEREFORE, BE IT  RESOLVED, that a WEX fuel account ending in *********8054 has been created online by the Supervisor with the approval of the Board, and will only be used if necessary to prevent late fees of $75.00 if an invoice is paid even 1 day after the due date. When the bill is received online the Supervisor will immediately provide a voucher to the bookkeeping service to issue a check for payment. Processing can take up to 14 days as per WEX.”
The full board approved.
FINAL PAYMENT TO TRACEY ROAD EQUIPMENT FOR 2020 FREIGHTLINER
“WHEREAS, the Town of Benson has purchased a new 2020 Freightliner truck model 114SD serial number 1FVAG3DV1LHT5690 with plow and other attachments for $201,726.82, and
“WHEREAS, a total down- payment has already been made in the amount of $44,226.82, leaving a balance of $157,500.00, and
“WHEREAS, NBT bank has deposited $157,500.00 into the Highway Fund ZDB.as per the loan agreement with the Town of Benson,
“NOW, THEREFORE, BE IT RESOLVED, that the Supervisor is authorized to transfer $157,500.00 from the Highway Fund to account ZDB.5130.0201 Machinery, Equipment and to authorize a check in this amount be sent to Tracey Road Equipment, Inc.”
OTHER BUSINESS
Judge Feldstein spoke to the board about liability regarding his being the compliance officer and would like to hear the answer regarding his questions from the town attorney.
The board voted to table the resolution moving Judge Feldstein to Compliance Officer.
Stortecky told the board that he signed the 2020 salt and sand contract with the town of Hope.
