Supervisor set dates for work on budget

LAKE PLEASANT-=The Hamilton County Board of Supervisors met on October 3 and passed a resolution setting the following dates designated as the annual session (budget workshops) for 2019: November 7 - 10:30 A.M.; November 13 - 10:30 A.M.; November 18 10:30 A.M.; November 22 - 10:30 A.M.; PUBLIC HEARING - 11 A.M.; December 5 AUDIT- 10:30 A.M.; December 20 AUDIT - 10:30 A.M.
EARLY VOTING FUNDING
The board approved the following resolution to pay for state mandated early voting.
WHEREAS, New York State has adopted Early Voting beginning with the General Election of November 5, 2019, and
WHEREAS, funding for 2019 Early Voting in Hamilton County is estimated to be approximately $12,970, and
WHEREAS, funding for 2019 Early Voting is the responsibility of Hamilton County with reimbursement through the New York State Board of Elections grant programs, be it
RESOLVED, that the County Treasurer is hereby authorized to create Revenue Account No. A3089.0600 State Aid – Early Voting in the amount of $12,970.00 to be totally offset by increasing the following Board of Election Accounts: A1450.0107 Mechanical Salary $3,120; A1450.0109 Election Workers $5,850; A1450.0405 Software Support $2,500.; A1450.0413 Election Workers $1,500.
ADIRONDACK LIFE REVENUE
County Historian income donated by the following resolution.
WHEREAS, the Hamilton County Historian has earned a $500 authors’ fee from Adirondack Life magazine for contributing an article entitled “Old Wives’ Tale: Exorcising the Witch of the Adirondacks” to the magazine’s October 2019 issue, and
WHEREAS, the Hamilton County Historian, who is also the Historian for the Town of Hope, employed the resources of both County and the Town in the research for this article, and
WHEREAS, the Historian consequently proposes to split the $500 fee between her budgets at the County and the Town, be it
RESOLVED, that Revenue Account No. A2700 Misc. Revenue be hereby increased by $250 to be totally offset by increasing the County Historian Account No. A7510.0403 Misc. by $250 and the County Treasurer be so authorized.
STATE AID FOR PREVENTION SERVICE
The board approved the following resolution.
WHEREAS, the New York State Office of Alcohol and Substance Abuse is retroactively increasing Hamilton County’s state aid for prevention service provided by the Hamilton, Fulton, Montgomery Prevention Council by $275 effective April 1, 2019, be it
RESOLVED, that Revenue Account No. A4488 Federal Aid, OASAS Prevention in the 2019 Hamilton County Budget for Hamilton County Community Services be increased by $275 from $146,464 to $146,739, and be it further
RESOLVED, that Expenditure Account A4310.425 HFM Prevention Council in the 2019 Hamilton County Budget for Hamilton County Community Services be increased by $275 from $72,779 to $73,054.
COURT CLEANING CONTRACT
The board approved the following contract.
WHEREAS, Hamilton County has received the Annual Renewal Letter and Budget for the Court Cleaning Contract #C-300407 authorized by Resolution No. 301-18 adopted October 4, 2018, and
WHEREAS, said Renewal Letter covers State Fiscal Year 2019-2020 with a budget of $135,162, now, therefore, be it
RESOLVED, that the Letter of Renewal and Budget is hereby approved for State Fiscal Year 2019-2020, and the Chairman is authorized to sign the necessary documents and the County Treasurer be so notified.
SNOW AND ICE CONTROL CONTRACT FOR THE 2019-2024 SEASONS
The board approved the following contract.
WHEREAS, the County Highway Superintendent has recommended that the Hamilton County Board of Supervisors approve the New York State Snow and Ice Control Contract and maps for the 2019-2024 seasons, now, therefore, be it
RESOLVED, that the Chairman of the Board be and hereby is empowered to sign the contracts, upon approval of the County Attorney, and be it further
RESOLVED, that the County Highway Superintendent be and hereby is empowered to approve said maps.
CONTRACT WITH TOWN OF INLET RECYCLING CENTER
The board approved the following contract.
WHEREAS, Resolution No. 281-13 authorized the Chairman of the Board to enter into an agreement with the Town of Inlet for the operation of the Northern Recycling Center, and
WHEREAS, the Solid Waste Coordinator recommends that Hamilton County extend the said contract for a period of two (2) years beginning on January 1, 2020 to December 31, 2021 for the same terms, be it
RESOLVED, that effective January 1, 2020 the County will contract with the Town of Inlet for the operation of the Northern Recycling Center, and be it further
RESOLVED, the Chairman of the Board is hereby authorized to enter into a contract with the Town of Inlet for: A period to run from January 1, 2020 to December 31, 2021, For $40,000 per year.
The County will continue to own and maintain the skid steer and bailer, including replacement if necessary. All other responsibilities and functions will be borne by the Town of Inlet and be it further
RESOLVED, the Solid Waste Coordinator and County Treasurer be so notified. Seconded by
PAYMENT FOR PROPANE TANKS AND HOOKUP FOR GENERATORS
The board approved the following resolution.
WHEREAS, the DPW was recently authorized to install backup generators at the Community Services Building and the transfer stations in Indian Lake and Lake Pleasant, and
WHEREAS, the installation of the said generators required the purchase of the propane storage tanks and the necessary hookup to the said generators, and
WHEREAS, the Superintendent received two quotes for the tanks and the hookups as follows – J&R Eldredge – All Locations - $2,505 each and estimated $240 per location for misc. lines and parts.
G.A. Bove Fuels – Lake Pleasant Transfer Station - $5,297.75; Indian Lake Transfer Station - $5,465.95; Community Services - $5,348.48 for a total of $16,110.15 and
WHEREAS, the following invoices have been received from J&R Eldredge:
Invoice #12249 Lake Pleasant Transfer Station $2,796.53; Invoice #12248 Indian Lake Transfer Station $2,814.73; Invoice #12247 Community Services for a total of $8,300.14, be it $2,688.88
RESOLVED, that hereby the County Treasurer is authorized to make payment to J&R Eldredge, Lake Pleasant in the amount of $8,300.14 and the funds be taken out of Account No. A1620.413 Projects and the County Highway Superintendent and Clerk of the Board be so notified.
PAYMENT TO TRACEY ROAD EQUIPMENT
The board approved the following resolution.
WHEREAS, the DPW recently purchased a 2020 Freightliner Road tractor from Tracey Road Equipment through contract dated February 7, 2019, and
WHEREAS, the DPW Superintendent did not include in the original order under Onondaga Bid Contract #8896 for the road tractor the equipment necessary to mate the tractor to the DPW’s live bottom trailer, and
WHEREAS, the Superintendent therefore needs to amend the contract with Tracey Road Equipment to install the necessary equipment which includes rear fenders on the said tractor for a cost of $4,555.59, be it
RESOLVED, that an amendment to said contract with Tracey Road Equipment in the amount of $4,555.59 is hereby authorized, and be it further
RESOLVED, that the County Treasurer is authorized to make payment to Tracey Road Equipment, 6803 Manlius Center Road, East Syracuse, NY 13057 in the amount of $4,555.59 and the funds be taken out of Account No. DM5130.401 Repairs and the County Highway Superintendent and Clerk of the Board be so notified.
2020 HOLIDAY SCHEDULE
The board approved the following holiday schedule for 2020.
Year’s Day Wednesday, January 1; Martin Luther King, Jr. Birthday Monday, January 20; President’s Day Monday, February 17; Good Friday, April 10; Memorial Day Monday, May 25; Independence Day Friday, July 3; Labor Day Monday, September 7; Columbus Day Monday, October 12; Veterans Day Wednesday, November 11; Thanksgiving Thursday, November 26 Friday, November 27; Christmas Eve Thursday, December 24 – Half Day; Christmas Friday, December 25.
SHARED SERVICES PLAN
The board approved the following resolution.
WHEREAS, Hamilton County is continuing our efforts with all the Towns, Schools, and the Village of Speculator to create a more efficient system of service delivery through the Hamilton County Shared Services Plan, and
WHEREAS, the Shared Services Panel will continue to need professional support to meet the technical aspect of the program and complete the claiming, and
WHEREAS, Laberge Group provided the related professional services in 2018 and has offered a proposal to assist in 2019, and
WHEREAS, the exact direction the Panel will take for 2019 is not yet clear as far as updating the Plan, now, therefore, be it
RESOLVED, that the proposed menu of services Proposal, based on the Panel direction, is hereby accepted with a base fee of $1,500 and then the hourly rates set forth in the Proposal (for Claiming, new plan development, etc.), and be it further
RESOLVED, that the Hamilton County Board of Supervisors authorizes a not to exceed amount of $15,000 and the Clerk of the Board and the County Treasurer be so advised, and be it also
RESOLVED, that the Chairman of the Board of Supervisors is hereby authorized to enter into an agreement with Laberge Group with the approval of the County Attorney.
MATCHING FUNDS FOR PROMOTION OF TOURISM
The board approved the following resolution.
WHEREAS, the New York State Department of Economic Development is empowered to approve application from local governments for matching funds to be used for promoting tourism therein, and
WHEREAS, the President of the Regional Office of Sustainable Tourism (ROOST) has recommended that an application for such funds be submitted to the Department of Economic Development for matching funds up to the amount appropriated therefore within the New York State budget, now, therefore, be it
RESOLVED, that, Michelle Clement of ROOST be, and hereby is, authorized and directed to submit an application to Marisa Finn, Tourism Matching Funds Director, Empire State Development Division of Tourism, Albany, New York 12245, for matching funds in an amount up to $220,000 to be used for the promotion of tourism in Hamilton County, and be it further
RESOLVED, that the ROOST is hereby named Project Director in relation thereto, and be it further
RESOLVED, that the Hamilton County Board of Supervisors hereby certifies to the New York State Department of Economic Development that both the County of Hamilton and the ROOST have been in existence for more than three (3) years, and be it further
RESOLVED, that in order to comply with Commerce Law, Article 5-A (New York State Tourism Promotion Act) that the Regional Office of Sustainable Tourism be the duly designated tourist promotion agency for the County of Hamilton for the fiscal year of 2019/2020, and the County Treasurer be so advised.
FOSTER CARE HOMES
The board approved the following resolution.
WHEREAS, children placed in the care and custody of the Commissioner of Social Services as a result of abuse, neglect, maltreatment or voluntary surrender require out-of-home placement in Certified Foster Family Boarding homes, and
WHEREAS, these foster homes are certified by the New York State Office of Children and Family Services (OCFS), and
WHEREAS, maximum state reimbursable rates are established by OCFS, and WHEREAS, the current contract needs to be renewed from January 1, 2019 through December 31, 2020, now, therefore, be it
RESOLVED, the Chairman of the Board of Supervisors, upon review and approval of the County Attorney, is hereby authorized and directed to enter into an agreement with said Foster Family Boarding Home.
TRANSPORTATION FOR CHILDREN WITH DISABILITIES
The board approved the following resolution.
WHEREAS, Hamilton County Public Health Nursing Service solicited bids for the Transport for Children with Disabilities pursuant to invitation to bidders and in accordance with all applicable state regulations, and
WHEREAS, one (1) bid was received in response to the said invitation to bidders, as follows: Blueline Commuter, Inc., Indian Lake, Long Lake to Tupper Lake - $425 flat rate per day for the 2 children and
WHEREAS, Blueline Commuter, Inc. does meet specifications be it
RESOLVED, that hereby the Chairman of the Board of Supervisors is authorized to sign a contract with Blueline Commuter, Inc. at the daily rates listed above, upon approval of the County Attorney and the County Treasurer and Clerk of the Board be so notified.
COUNTY ROAD FUND PROJECT CEDAR RIVER ROAD
The board approved the following resolution.
WHEREAS, Resolution No. 224-18 created and approved expenditures for the following project: County Road No. 12 – Cedar River Road, HMA Overlay at 20 ft. Approx. 1.0 miles and
WHEREAS, due to scheduling related circumstances and delays in 2018, the project was not completed, and
WHEREAS, a balance of $50,000 remained in 2018, and
WHEREAS, the HMA Overlay paving will be completed in 2019 on County Road No. 12, Cedar River Road - Approx. 1.3 miles, be it
RESOLVED, that $50,000 be transferred from the Unappropriated County Road Fund Balance in accordance with Section 366 Subdivision 1 of the County Law to Account No. D5112.2514, Cedar River Road and the County Treasurer and Clerk of the Board be so advised.
PAYMENT TO EMPIRE PAVING OF SCHENECTADY
The board approved the following resolution.
WHEREAS, Resolution No. 224-18 authorizes the paving of County Route 12, Cedar River Road, and
WHEREAS, payment is due to Empire Paving of Schenectady, Inc. for Type 6 Hot Mix Asphalt (HMA), be it
RESOLVED, that the County Treasurer is hereby authorized to make payment as follows: $58,805.19 from Account No. D5112.2514 Cedar River Road made payable to: Empire Paving of Schenectady, Inc. and the Highway Superintendent and Clerk of the Board be so notified.
EXCESS VEHICLES
The board approved by resolution the following vehicles to be auctioned online by Auctions International: 2012 Ford/Fusion; 2009 Chev/Impala; 2011 Chev/Impala; 2012 Chev/Impala; 2016 Ford/Interceptor; 2010 Chev/Pickup; 2009 Int/5500 Tandem; 2006 Chev/Pickup.
SURPLUS VEHICLE TO THE OFFICE OF COURT ADMINISTRATION
The board approved the following resolution.
WHEREAS, Hamilton County owns a 2010 Dodge Grand Caravan which is no longer needed and considered surplus equipment, and
WHEREAS, the New York State Office of Court Administration needs a vehicle and
WHEREAS, the said vehicle low book value is about $4,000 and the Fleet Coordinator feels this is a fair price for said vehicle and recommends the sale to OCA, be it
RESOLVED, the Fleet Coordinator is hereby authorized to sell the 2010 Dodge Grand Caravan VIN No.2D4RN4DE6AR208786 for $4,000 to New York State Office of Court Administration and the revenue be deposited into Account No. A2665.0000 Sale of Equipment and the County Treasurer be so notified.
